Let's say I take pictures in RAW with 1600 ASA settings and underexposure -3EV. Then in conwerter I change sensitization +3EV.
Does that mean I can have 12800 ASA this way? Isn't it?

Considering the noise you'd get, you'd be hard-pressed to find much value in your trick. Basically ISO shift for a digital camera is boosting image levels for underexposed images. The highest ISO level offered on the camera is set as what the manufacturer is willing to offer as a reasonable compromise between speed and noise.
