I took some pre- and post-dawn shots with my 35-70mm lens a few weeks ago, and the post-sunrise shots were badly flared. Does anyone have an idea what the best wide angle lens is for sunrise/sunset shots flare-wise?

Get a prime lens. The Nikkor 50mm 1.8 is a great lens and about $100.

I like using the Nikkor 20mm f2.8 prime lens.
Make sure your lens surfaces are really clean and don't use a filter if you help it. There is no way a filter can help lens sharpness or reduce flare (a polarizer can reduce glare).
If you have to use a filter, invest in high quality multi-coated filters. They can reduce the amount of flare introduced by using a filter. Cheaper, uncoated, or simply coated filters can do more damage to your image. A cheap filter may protect your lens, but it can negate many of the benefits of shooting with a good sharp lens.
