Is there a photoshop action or any other way to add a border like the one in this photo? This was a scanned traditonal print.

Check out this link -- its a Photoshop plug in (free demo version available but it won't let you work on your own images or save anything -- still the demo lets you see what's going on)

I don't know of an "action" to do it but it's easy to add a border using "canvas size"
Set the background color to white then experiment with a size you like. If you are using the same image size all the time then you could write your own action. But the canvas size method is easy to do.

The way I would do it. (In Photoshop, without extra software)

Assuming you want to use the border shown above.

Open the image (Image A) you want to add the border to. Open the image (Image B) that already has the border (probably scanned in from a traditional print, made with a real enlarger and filed-out film carrier). Select the border from Image B (not the center image) and drag the selection to Image A. The dragged selection will become a new layer in Image A. Adjust the size of the border and/or canvas to get everything to fit. Flatten the layers, and save as a .tif file. Done.

I use a program called autofx. Don has posted a link to their website.
CorelDraw also has an edge effects capability and bundles a load of masks (in Photopaint I think).

HI, I sometimes use a REALLY simple program called microsoft Picture It!It has those kinds of borders.:D

Slightly different way to Tom, but his way would also work.

Easy way to do it in Photoshop is to crop out the centre part of the image, leaving only your border. Save this as a border1.psd file for use later.

Create a new (second) layer. Insert the new photo that you want the border applied to, onto the new layer.
Resize the image so it just fits into the cropped border area (or just a little larger so the border acts as a good mask.
Go to Layer menu and apply Flatten Image.
This puts it all in one layer.

Print/Save.
