Action Problem

I've been using an action program to make collages with good luck. Now though, when I place and size the first and subsequent images, they jump UP three inches. The first one, to be used as the wallpaper or background can be dragged back into place, but the others, if placed within the top 3 inches disapear off the page.

Any suggetions?
