How do you lock in your preferences for "Display and Cursors"?

It seems that every time I open Elements and select a tool such as clone stamp, dodge/burn, or sharpen, the painting cursor opens as "precise".

What I want is "brush size".

Even though I previously clicked on "brush size" and saved it, the cursor will still be "precise". I have to click back and forth between precise and brush size until I actually get the brush size cursor.

I don't know if elements works the same as CS but there is a preference setting under the file menu.

It also changes if you use the caps lock. If it opens the opposite of how you set it last time, see if your caps lock button was on...and if so, take it off.
